Everything that was worth saying was said by Dave N. To add, any passive jammers that have been said to work by magazines and other reviewers are pretty much useless at short range. At further ranges, their effectiveness is pretty much a crapshot. IMO, a blank reading to the officer, means you have accepted the game and are playing it. It is now his turn to put you in check -- your chances of getting off are now slim to none. The radar/laser is supposed to be used to "confirm" their guesstimation. However, due to the naivety of the majority of drivers, a radar/laser reading is taken as a done-deal by most. In any event, any traffic law enforcement officer worth his badge can easily estimate your vehicle's speed, especially if you are flying by surrounding traffic. Any active or passive jammer isn't going to take away an officer's ability to estimate whether or not you are speeding.
